Función

• An experienced engineer in project/contract management that will serve as company primary point of contact during the process of preparation for a Rail commencement of passenger services in Jeddah, and as the main Contract Manager of the company Project Special Purpose Vehicle- Project SPV- during the Operation Phase.

• Senior position, direct report to both SPV leader and the company responsible of Contract management Scope (The hiring company), in order to facilitate delivery of common objectives by individual company members

  • Participate in the design of a small new team in order to execute the required duties during the forthcoming Operation phase. Then manage the team in Saudi Arabia.
    •    Feed and manage the monitoring dashboards and report regularly identifying the risks involved and alert of any deviation
    •    Coordinate relationships with internal and external stakeholders
    •    Participate in the design of main solutions for the execution of the scope of works.

• Maximize service charge long term on behalf of the company.

• Project manage contractual elements of the pre operation phase.

• Design and manage a small team at to achieve the objectives above and implement the identified duties.

• Coordinate contractual information flows to client.

• Represent company in relation to contract with client and PTA regulator/agent matters (not include safety matters).

• Lead negotiation with client on changing service charge elements such as to prevent double jeopardy or perverse incentives.

• Confirm the integrity of all data required from members; calculate indicators and service charge components and totals.

• Liaise with client to ensure all information provided is fit for purpose including challenge of individual members.

• Analyze shortfalls in performance, establish improvement plans and work with individual members to achieve improvement such as by leading task forces.

• Anticipate performance risks and ensure effective remedial plans are in place.

• There are two time-based phases with some main tasks:

  • PHASE I- PREPARATION OF COMMENCEMENT OF PASSENGER SERVICES – CPS -Start immediately. Duration: difficult to predict, probably 6 months.

    • Participate on the organization and implementation of a Project Special Purpose Vehicle- SPV-, responsible of the management of the Rail service and maintenance phase.

    • Deal with SRO/SAR Operation and Maintenance Team as Contract Manager of the company. This team has the responsibility to prepare CPS phase (and to manage the previous Service Demonstration) 

  • PHASE II- AFTER COMMENCEMENT OF PASSENGER SERVICES (7 + 5 years Contract)

    • Contract management of the company (Project SPV ) during Operation Phase.  Main responsibilities (As a head of a team):

    • Review of the Project contractual scope and assistance to the negotiations with SRO, and to negotiations with third parties.

    • Lead the Performance Score reporting

    • Elaboration of internal reports for the Project Management regarding the project control (Contractual requirements and Performance related to the service charge).

    • Keeps the company management informed of risk issues. Anticipate events and risks; propose various counter-strategies and commercial solutions to keep the situation under control.

    • Coordinate with financial management, administrative and Project SPV certifications team.

 

Contrato

Very long term project. (+ 10 years).

Experiencia

• ​At least 10 years in a similar position.

• Highly Appreciable: Experienced railway all-rounder with good technical understanding of key service charge elements (train performance, customer service & track engineering).
